Valeria Betancourt

Campaigner in the field of information and communication technologies for development, Valeria Betancourt has vast experience in information and communication technology (ICT) policies within the context of developing countries. During the past six years she has coordinated the Communications and Information Policy Program for Latin America (CIPP-LA) of the Association for Progressive Communications (APC); since September 2010 she has been in charge of the CIPP program at global level. She works on issues relating to ICTs through research, political activism and strengthening the capacity of civil society organizations for building relationships, articulating and having an impact on public policies. Valeria is currently a member of the Multistakeholder Advisory Group of the United Nations Internet Governance Forum and a civil society observer within the eLAC regional process. She holds a degree in Sociology and has recently completed her Masters Degree in Cultural Studies with emphasis on Communication at the Universidad Andina Simón Bolívar.

 

Edmundo Vitale Dori

Edmundo Vitale Dori holds a degree in Electrical Engineering from the Universidad de los Andes, Venezuela, 1972, and an MSc from Stanford University, California, USA, 1974-1976. He was Guest Lecturer at the University of Florence, Institute of Electronics, Italy, in 1982 and again in 1989 and Head Professor at the Universidad del Los Andes, Venezuela, from where he retired after more than 32 years of teaching and research activity. He has been Coordinator of the RedULA University Network, Head of the Circuits Laboratory, Head of the Circuits and Measurements Department, and Director of the School of Engineering at the Universidad de Los Andes, Venezuela.

Founding Member of EsLARed (Fundación Escuela Latinoamericana de Redes) and General Coordinator of the Internet Workshop for Latin America and the Caribbean (WALC). Education Manager at the Venezuelan National Center for Information Technologies, 1998-2005. Member of the Commission on Information and Communication Technologies for Education at FONACIT, the National Fund for Science, Technology and Innovation of the Venezuelan Ministry of Science and Technology, 2003-2005. Member of ENRED, the Network Forum for Latin America and the Caribbean, since 1996. Member of the Board of Directors of REACCIUN, Venezuela's National Academic Network, 1997-1998. Member of the project evaluation committee for the FRIDA Program/LACNIC since 2006.

Coordinator of the RENA project, the national network of content for schools (www.rena.edu.ve). Coordinator of Formación en Línea, an on-line training project (www.formacionenlinea.edu.ve). Coordinator of the National Education Portal project (www.portaleducativo.edu.ve). Coordinator of the program for the remote training of teachers (www.capacitaciondocente.ula.ve). Coordinator of the UNESCO-CISCO Computer Networks professorship at the Universidad de Los Andes, since January 2004. Member of the Project Evaluation Committee for LACNIC's FRIDA Program since 2004. Member of the following associations and organizations: ISOC, CIV, AVIEM, IEEE.
Edmundo Vitale Dori is currently Regional Manager of the Cisco Networking Academy network technology education program for Central America, the Andean countries and the Caribbean (CANSAC).

 

Ida Holz Bard

Ida Holz Bard holds a degree in Systems Engineering from the School of Engineering of the Universidad de la República, Uruguay, and has completed post-graduate studies on Economic Theory at the Colegio de México.

Former Director of IT Development at INEGI's Department of IT Policies - Mexico.
Since returning to Uruguay, she has been Director of the Central IT Service of the Universidad de la República and the Uruguayan Academic Network.
She is the ".uy" domain administrator.

Director of CLARA (Latin American Cooperation of Advanced Networks), the civil organization in charge of administrating the RedCLARA network.

Member of the Board of Directors of AGESIC, the Uruguayan National Agency for the Development of e-Government and the Information Society.

Member of the Steering Committee for the recently implemented CEIBAL project (One Laptop Per Child).
Recipient of LACNIC’s 2009 Outstanding Achievement award.

 

Amparo Arango Echeverri

Amparo Arango Echeverri is a Social Worker and Systems Engineer with a Masters Degree in Information Technologies Applied to Corporations from the Universidad Politécnica, Madrid.  She has vast professional experience in the design of ICT projects for development and social research, with emphasis on the use of quantitative and qualitative research techniques and methodologies from the gender perspective.

She currently works at INDOTEL as Technical Coordinator of CNSIC, the National Commission for the Information Society and Knowledge, an organization that promotes the coordination of government sector, civil society and private sector institutions on issues relating to ICTs. She has participated in the preparation of the Dominican National Strategy for the Information Society (E-Dominicana) and its Strategic Plan for 2007-2010.

Within the framework of this Commission, she has also promoted digital social inclusion projects in different countries, such as the National Network of ICT Community Access Centers (CACTs-DOM); the Internet Sano (Healthy Internet) initiative; the inclusion of the gender perspective within the projects of INDOTEL's IT training centers, and the promotion of the issue of telecommuting as a new working methodology, particularly for people with disabilities.

She serves on the Board of Directors of the Dominican Republic's ICT Chamber and coordinates the Gender Group within the e-LAC2010 Regional Plan for the Information Society.

 

Jesús Martínez Alfonso

M. Sc., Automated Systems Engineer graduated from the L'vov Polytechnic Institute, Ukraine. In 1981 he worked at the Ministry of Science, Technology and Environment where he headed the project for connecting Cuba to the Internet. During his entire professional career, he has participated as speaker, panelist and delegate in multiple national and international events in the field of Networks, Connectivity and Architecture.

He headed the project for the creation of CUBA-NIC (Cuban Network Information Center). He also worked at the Cuban Communications Companies for five years, where he participated in organizing the ISP and web portals.

In November 2003 he was elected to LACNIC's Board of Directors, a position he held until 2006. He has participated in various ICANN Conferences and multiple LACNIC Meetings.

In 2003, together with other renowned specialists, he created the Cuban IPv6 Task Force. Since then he has lectured and participated in workshops and round tables on this field in Cuba and other countries of the region.
